For many games, CreamAPI alone is enough to unlock DLC because the content is delivered as part of the base game. Stellaris is different. Paradox Interactive distributes its DLC as separate "manifest" files. While these are often included in updates for multiplayer compatibility, the full DLC assets are not always present for all users.
Download from the dedicated tool thread on CS.RIN.RU (created by user ATOM). Open Steamless and select your stellaris.exe . Click Unpack . cs rin ru stellaris
