The plot kicks into high gear when Ryu is hired by a wealthy newspaper tycoon to find his runaway daughter, Kiyoko (played by Kumiko Goto). Ryu tracks her down onto a luxury cruise liner called the Fuji Maru . Unknown to him, a ruthless gang of international terrorists, led by the villainous Macdonald (Richard Norton), plans to hijack the ship, take the wealthy passengers hostage, and rob the vault.
